No. Setting up a Polish company is not required to employ a dedicated person in Poland. Poland also allows cross-border employment arrangements within the European Union, enabling foreign companies to employ staff in Poland without establishing a local legal entity, provided that all applicable employment, tax and social security requirements are properly handled.

These two approaches are not mutually exclusive — the most effective solution depends on your business goals and market strategy.
